IT is not just software development or purchasing new hardwares and networks. It's much more than that. IT is an enabler of a process. Without IT, a process is running; with IT, a process is running more efficiently. IT is a support, and let it be.
Focusing IT as a support have advantages, IT can enter into every part of a system, from public service to enterprise-wide decision support system, from raw material procurement to end-user sales, from employee attendance to company's variable cost. Without system, IT is just a bunch of smart-but-selfish people making the best of them for no cost.
This is the value that IT should perform : efficiency. IT is valued high, only when it can provide high efficiency, especially in providing information. When performing IT, take snapshot before project running, and after project running. That will show the impact of IT, and the values generated.
